Job Description

The starting salary for this position is $71,028 to $87,789 depending on qualifications; full salary range is $71,028 to $112,958.

This position is responsible for performing a wide variety of technical assignments related to the operation, maintenance, and improvement of the Town’s traffic control systems. Duties include conducting traffic studies, maintaining traffic control inventories, programming and troubleshooting traffic signal controllers, and coordinating installation and maintenance of traffic signals, school flashers, and traffic signs. Work requires familiarity with state and federal standards (Manual on Uniform Traffic Control Devices (MUTCD), Illinois Department of Transportation (IDOT) policies, and Town ordinances) to ensure compliance, safety, and operational efficiency. This position may also be called upon to perform civil infrastructure-related assignments such as field survey work or inspecting general construction and engineering maintenance projects for contractor compliance.

The position works under the general supervision of the Town Engineer but exercises independence in technical duties. Supervision may be exercised over subordinate technicians and contractors engaged in traffic control work.

Duties/Essential Job Functions

  • Programs, monitors, and troubleshoots traffic signal controllers and detection equipment.
  • Assists with traffic studies concerning pedestrian safety, traffic counts, crash diagramming, sight distance reviews, travel time and delay studies, speed studies, parking analysis, and roadway capacity evaluations.
  • Responds to citizen and staff requests regarding traffic safety and parking concerns; provides recommendations based on field data and standards.
  • Oversees installation, maintenance, repair, and replacement of traffic signals, school flashers, signs, and pavement marking layouts.
  • Creates, updates, and maintains traffic and roadway inventories, including GIS-based asset management systems.
  • Review and inspect traffic control aspects of capital improvement projects, public works construction, and private development for compliance with MUTCD, IDOT, and Town standards.
  • Works with fiber optic cabling and communications equipment used in traffic signal and interconnect systems, including basic installation, troubleshooting, and coordination with contractors.
  • Assists all Public Works & Engineering divisions with maintenance and repair operations.
  • May supervise the installation of traffic signals and pedestrian accommodations on construction projects.
  • May perform Engineering Technician II duties including surveying, inspecting infrastructure improvements, assisting in pay estimates, field inspection reports, and final construction plans or as-built drawings.
  • Performs other duties as assigned.

Required Knowledge, Skill and Abilities

  • Knowledge of traffic operations principles, signal systems, and traffic engineering practices.
  • Working knowledge of IDOT standards and recommended practices for the installation and maintenance of traffic control devices.
  • Familiarity with the MUTCD, IDOT traffic control standards, and traffic study procedures and forms.
  • Skilled at interpreting traffic control plans, signal schematics, construction drawings, and intersection design studies.
  • Proficiency with traffic software, signal equipment, signal controller interfaces and programming, and GIS or database tools.
  • Competence in collecting, analyzing, and presenting traffic data.
  • Capable of understanding, following and providing detailed oral and written instructions.
  • Strong communication skills for interaction with staff, contractors, and the public.
  • Effective communicator in both technical and non-technical settings.
  • Physical ability to withstand long working hours outdoors, under adverse weather and traffic conditions, and at times under night or emergency conditions.
  • Experience in supervising others performing sub-professional traffic or civil engineering duties.
  • Must possess and maintain a valid Illinois driver’s license.

Desirable Training and Experience

  • Graduation from an accredited technical program or college with emphasis in civil engineering, traffic operations, or related field.
  • At least two years’ experience in traffic signal construction and maintenance, municipal traffic operations, or traffic studies; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
  • Possession of the following certifications at the time of hire is preferred. If not already held, these certifications must be obtained within 12-24 months of employment:
    • International Municipal Signal Association (IMSA) Traffic Signal Technician I
    • IDOT Work Zone Safety Training
  • Additional certifications such as IMSA Traffic Signal Technician II and IMSA Traffic Signal Inspector may be required or encouraged as the position advances.
