Job Description
The starting salary for this position is $65,767 to $77,375, depending on qualifications. The full salary range is $65,767 to $104,594.
This is a supervisory position that involves directing, monitoring and coordinating groups of workers engaged in skilled and semi-skilled work in the Streets, Sewer, Equipment Maintenance and Waste Removal Divisions. This position will assist in directing the maintenance and repair of streets, sidewalks, alleys, curbs and gutters and sewers on a community-wide basis as well with equipment and vehicle maintenance operations. Supervision will also be exercised over the waste and recycling collection programs. This position promotes and monitors the use of safe work practices, monitors work quality and accuracy, and coordinates assigned activities with other Town departments and outside agencies. This position also assists in the planning and organization of the divisions. An employee in this position is responsible for directing crews from oral and written instructions received from the appropriate Division Supervisor while exercising independent judgment and supervisory follow up and control. This position also investigates citizen complaints and makes reports to the appropriate Division Supervisor, Operations Manager, and the Director of Public Works & Engineering. This position requires the consistent use of independent judgment and a substantial amount of discretion, tact, and authority in carrying out the direction of the Division Supervisors, Operations Manager, and Director of Public Works & Engineering.Duties/Essential Job Functions

- Serves in the capacity of the Acting Division Supervisor in the absence of the Streets, Sewer, Equipment Maintenance or Waste Removal Supervisors.
- Assists the Division Supervisors in the development and administration of the Public Works budget.
- Plans, organizes, schedules and does follow-up on general and specific duties, long and short range projects.
- Trains and supervises others in the safe and efficient operation and maintenance of all equipment.
- Administratively assists in the effective operation of the Divisions and works to establish, monitor, promote, and quantify departmental efficiency efforts and goals.
- Procures materials, equipment, and services for Department operations in accordance with Town purchasing and procurement policies and procedures.
- Recommends the hiring, discipline and termination, as well as other supervisory action concerning employees.
- Provides input and assists in the preparation of employee performance reviews.
- Oversees the maintenance of streets, alleys, curbs, sidewalks, equipment and vehicles through planning and directing the necessary repairs, snow and ice removal, street sweeping, leaf removal, brush removal, adequate signing and pavement marking, sewer maintenance, pump/lift station maintenance and waste removal operations.
- Oversees the operation and maintenance of all equipment assigned to the divisions in a safe and efficient manner; and trains employees to become proficient in specialized areas, such as signs, paint, street maintenance, and sweeping, sewer maintenance and pump/lift station maintenance and waste removal and recycling operations.
- Oversees shop facilities for the maintenance and storage of equipment.
- Schedules and assigns employees for efficient work progress.
- Approves leave time requests and bi-weekly payroll in the absence of the Division Supervisor.
- Inputs and monitors work orders, parts inventory and invoices as needed.
- Uses GIS and related technology to collect information on Town assets and promotes the use of data driven decisions for maintenance related activities.
- Coordinates and monitors workplace safety programs and initiatives in accordance with OSHA and Town guidelines and may represent the department on the Town Safety Committee.
- Is available for emergency work 24 hours a day, on call. Is available for supervision and coordination of night-time snow and ice removal operations, generally 7 pm – 7 am during periods of 24-hour operations.
