The salary range for this position is $91,133 to $144,925, the starting salary depends on qualifications.

The Town of Normal is seeking a dynamic individual to join the Finance team as the next Assistant Finance Director.
The Town of Normal Finance Department is a highly skilled group of professionals committed to public service, as evidenced by a Aa1 bond rating and regular recognition for excellence in financial reporting from the Government Finance Officer Association. The Assistant Finance Director plans, directs and manages assigned Town finance functions under supervision of the Finance Director. Work in this role includes performing technical accounting and fiscal management tasks to support the Finance Director, as well as providing oversight and assistance to the work performed by the department’s Finance Managers. This incorporates day-to-day departmental accounting operations, such as the management of the general ledger, accounts payable, accounts receivable, budget, payroll, purchasing, cash receipts, investment management, fixed asset management, and State/Federal grant compliance. Additionally, this position provides direct support of major processes and deliverables such as the Town’s annual budget, financial statements and audit.
Duties/Essential Job Functions

- Provides oversight for the Town’s day-to-day financial operations, working directly with and supervising the Finance Managers.
- Assists in preparing the Town’s annual budget document which can include compiling data, analyzing reports, researching information, preparing schedules, and forecasting budget projections.
- Monitors Budget to Actual data throughout the year.
- Assists in preparing the Town’s annual financial statements and trend reports, including reviewing year end accounting records, journal entries, audit reconciliations and schedules.
- Assists with the annual financial audits.
- Assists in managing the Town’s Debt program.
- Reviews monthly financial reports.
- Monitors and manages investments in accordance with established investment policies.
- Advises on complex questions regarding accounting transactions and financial reporting.
- Prepares and completes financial and cost analyses as necessary.
- Communicates effectively and in a timely manner with the Finance Director on all issues related to effective financial management of Town funds.
- Conducts research and recommends reporting improvements, modifications, new programs, and new policies in accounting systems and processes.
- Assists the Director in short and long-range planning of the Finance Department.
- Serves as the Acting Finance Director during the Director’s absence.
- Assists with compiling written policies and procedure manuals for the department to ensure adequate internal controls are developed and maintained.
- Responds to inquiries and requests for information from other departments, outside agencies, and the public, providing advice and assistance as required, and resolving issues with customers.
- Performs other duties as assigned.
Required Knowledge, Skill and Abilities

Considerable knowledge of the principles and practices of municipal finance, accounting, and budgeting.
Ability to learn the state laws governing financial administration, investment of municipal funds, and treasury management.
Demonstrated proficiency in Microsoft Office, especially Outlook, Word and Excel.
Skill in providing effective coaching/mentoring with relevant team building experience and conflict resolution skill.
Ability to establish and maintain effective and positive working relationships with Town officials, Federal and State officials, other Town employees, and the public.
Ability to effectively communicate complex financial information, both in writing and through public presentations, and to respond to questions.
Ability to analyze and prepare complex financial reports for stakeholders with varying levels of accounting knowledge.
Ability to work independently; prioritize and resolve issues and problems; and complete tasks and duties while working in a fast-paced environment.
Skill in project management, time management, project planning, negotiation, and presentation.
Desirable Training and Experience

A bachelor's degree or higher in accounting, finance, public administration, or a related field and five years of direct professional experience in municipal finance, accounting, or a related field, including three years in a supervisory capacity is preferred, or any equivalent combination of training and experience that provides the required knowledge, skills and abilities.
