Public Works Sewer Division
The starting range for this position is $51,607 to $60,711 depending on qualifications. The full salary range is $51,607 to $82,073.The Public Works Department consists of four operating Divisions and the Administrative Office. The Divisions include Streets, Sewer, Waste Removal and Fleet Maintenance. The Sewer Division maintains and repairs all public storm and sanitary sewers and appurtenances including, but not limited to, replacement, testing, cleaning and inspection of sewer mains, inlets, manholes and pump stations. The Town of Normal is responsible for collecting all sewer waste and transferring it through sewer mains to treatment plants operated by the Bloomington Normal Water Reclamation District. The Town of Normal is also responsible for the conveyance of storm water through mains, culverts and inlets.
The Maintenance Specialist I position is an entry-level role involving the performance of routine semi-skilled and skilled tasks in the maintenance, operation, repair, and replacement of municipal infrastructure. Work may be performed with some independence under the general supervision of a Public Works Supervisor. A person in this classification is responsible for maintaining his/her share of a team effort to accomplish assigned individual and department goals. This position requires availability for emergency response outside of normal working hours, participation in the On-Call Program, and other Public Works related tasks as assigned.
Duties/Essential Job Functions

- Becomes practiced and efficient with the safe operation and maintenance of all equipment.
- Maintains safe, efficient, and clean shop facilities for maintenance and storage of equipment.
- Conducts pre-trip check on vehicle which includes checking the operation of lights, hydraulics, brakes, fuel, and any other essential function.
- Assists in maintaining clean sanitary and storm sewers by inspecting and cleaning these systems.
- Sets up and operates the Vactor truck and other sewer cleaning equipment.
- Performs mandatory Sewer division tests (e.g. Occupancy Dye Test, Low Pressure Air Testing, etc.)
- Assists in construction projects such as repairing sewers, inlets, detention basins, manholes, replacing concrete curbs/pavement, etc.
- Maintains up-to-date records kept within the Maintenance Division.
- Assists in and performs any other duties in the Sewer Division and throughout the Public Works Department and its operations.
- Performs other duties as assigned.
Required Knowledge, Skill and Abilities

- Ability to learn the operation and maintenance of all equipment and procedures within the Division, including maintenance and operation of lift stations.
- Some knowledge of heavy-duty trucks, tractors and maintenance equipment.
- Some knowledge of general construction and underground infrastructure.
- Ability to establish and maintain good working relationships with co-workers and other Town employees.
- Ability to complete Occupational Safety and Health Administration (OSHA) 10-Hour construction training or equivalent.
- Ability to obtain NASSCO PACP, LACP, & MACP certifications for sewer, manhole, and sewer lateral inspections.
- Physical ability to perform a wide variety of manual labor in a wide variety of inclement weather, especially as it relates to the back, legs and arms.
- Ability to deal with the public effectively, courteously and tactfully.
- Ability to provide quality service to members of the public in all circumstances.
- Ability to be available for emergency work 24 hours a day, on call.
Desirable Training and Experience
Graduation from a standard high school or equivalent, or from a vocational school. Some related maintenance or construction experience preferred. Electrical knowledge also preferred. Must be able to obtain and maintain a valid Illinois Commercial driver's license.
