Serves as the "Authority Having Jurisdiction" for all building construction and specialty permits on campus property. Develops and implements fire prevention programs, conducts fire inspections and investigations, and ensures compliance with fire safety codes and regulations on the University campus. Provides technical, professional guidance, and leadership to the University community on a wide range of fire and life safety issues. Provides operational management of the fire safety program. Serves as the University representative and point of liaison with State and local authorities.

Duties\:

  • Is the Authority Having Jurisdiction (AHJ) concerning building regulatory code compliance matters.
  • Ensures new and remodeled construction projects comply with Accessibility codes (individuals with disabilities).
  • Issues building, fire alarm, fire sprinkler, fire suppression, demolition, and specialty permits.
  • Establish and administer internal operations to ensure compliance with statutes and all policies and procedures.
  • Coordinates a building inspection program and inspects University property for fire hazards, violations of fire prevention principles, and adequacy of fire protection equipment.
  • Prepares reports and makes recommendations for corrective measures.
  • Responsible for fire safety planning and educational training to faculty, staff, and students.
  • Works with campus officials and external groups on construction projects, systems inspections, maintenance of buildings, and fire and life safety systems. Ensures facilities are safe and compliant with applicable building, fire and life safety code and referenced standards.
  • Reviews and approves building plans on new construction and remodel projects. Attends construction meetings. Conducts multi-phased site inspections and system testing during the construction process. Issues certificates of occupancy allowing newly constructed or remodeled buildings to be occupied once approved.
  • Responds to fire related emergency events and/or incidents. Responds to fire investigations to determine origin, cause, and completes investigative reports.
  • Performs various duties as needed to successfully fulfill the function of the position.

Required Education: Bachelor's degree in Fire Science, Fire Prevention/Protection or related field. AND:

  • Five years of experience in fire prevention that includes experience coordinating fire safety inspections, code enforcement, plan review and investigations.

Skills

  • Strong knowledge of National Fire Protection Association (NFPA) Codes, Fire Codes, Life Safety Codes, International Building Codes (IBC), International Code Council (ICC), and all State adopted building codes.
  • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
  • Ability to read and interpret complex technical materials, including construction documents, building plans and schematics.

Certifications

  • Valid Oklahoma Driver's License in order to drive University vehicles or ability to obtain within 30 days from hire date.
  • CLEET certification as a Peace Officer is required.

  • Physical:
    • Ability to climb ladders, lift, bend, twist, stoop, kneel, crouch, stand or walk for prolonged periods.
    • Ability to reach with hands and arms and lift objects.
    • Ability to visually identify, observe, and assess.
  • Environmental:
    • Ability to work outdoors in inclement weather and extreme temperatures.
    • Exposure to dirt, dust, fumes, smoke, unpleasant odors and loud noises.
    • Work in confined spaces.
Departmental Preferences\:

  • Twenty-four (24) months’ experience supervising fire prevention personnel
  • Experience working with Hospitals and Clinics
  • Fire Inspector Level I & II certification
  • Plan Review certification
  • Fire Investigation certification
