Job Description:

The Rural Service Coordinator is a key player in developing new funding resources needed to provide critical rural transportation services by finding new contracting customers, forging strategic alliances, and implementing effective service strategies. The Rural Service Coordinator helps enhance the lives of rural residents by increasing access to community resources (e.g., community centers, public libraries, childcare centers, health care facilities, employment opportunities, grocery and department stores).

Wages:

$50,000 – $65,000 annually, dependent on qualifications.

Responsibilities and Duties:

The Rural Service Coordinator works with nonprofits, care providers, and local governments on all facets of service development.

  • Identifies and pursues new contracting opportunities by researching the McLean County market, identifies potential contracting clients, and develops financial and operating proposals for service.
  • Identifies resources to support and prepare service proposals and related documents.
  • Calculates ongoing operating costs and sources of operating funds to plan for long-term viability and sustainability.
  • Builds and maintains client relationships by following up with clients to understand their needs and ensuring service compliance with contracts.
  • Collaborates with other departments; works closely with Safety, Transportation Operations, Service Delivery, Marketing, and other teams to achieve service goals.
  • Coordinates services or programs between rural transportation and various transit agencies or other service providers.
  • Monitors services as necessary and coordinates with other departments to ensure a high level of customer satisfaction, investigating and preparing responses to customer complaints, and taking corrective actions to ensure quality customer service.
  • Tracks service statistics and performance, including vehicle on-time statistics, missed runs, revenue/cost data, total revenue hours, customer complaint data, accident data, road call data, identifying positive and negative trends, recommending changes to reverse negative trends.
  • Gathers information for and prepares a variety of reports for decision-making purposes and as required by McLean County and/or other agencies.
  • Ensures that service is provided according to IDOT and FTA regulations and guidelines.
  • Attends public meetings with organizations within the community.
  • Assists in coordinating marketing and public relations activities.
  • Attends meetings to represent and promote the interests of the transit system as directed.
  • Other duties as assigned.

Job Requirements:

  • Minimum two years’ experience in business development, non-profit management, community development, or planning in a small urban or rural environment.
  • Minimum associate’s degree (or equivalent education and experience combination).
  • Valid Illinois Driver's License.
  • Acceptable driving record (No serious traffic or license violations within the last five years).
  • Successful completion of a federal background check and pre-employment drug test.
  • Excellent attendance.
  • Proficiency in Microsoft Office applications and communication equipment.
  • Knowledge of:
    • Proper English usage, punctuation, spelling and grammar.
    • Modern office practices and technology, including the use of computers for word and data processing and records management.
    • Basic accounting and detailed reporting experience.
    • Compliance, risk management and oversight.
  • Ability to:
    • Learn applicable federal, state, and local rules and regulations governing rural bus operations, including regulations regarding safety.
    • Lead and complete projects.
    • Communicate effectively, both orally and in writing.
    • Prioritize tasks and manage time effectively.
    • Learn and monitor safe practices and company policies and procedures.
    • Interact and communicate with various groups and individuals, such as the immediate supervisor, department heads, other employees, various other local/state/federal agencies, and the general public.
    • Take the initiative to complete the duties of the position without the need of direct supervision.
    • Plan, organize, and prioritize daily assignments and work activities.
    • Learn regulations regarding the Americans with Disabilities Act.
    • Maintain effective relationships with personnel of other divisions, departments, professionals and members of the public through contact and cooperation.
    • Prepare and present oral and written public presentations to various Boards, Councils and Committees.
    • Learn and utilize transit related software and hardware systems.
    • Operate calmly in high stress situations, including dealing with conflict.
    • Learn and understand the Collective Bargaining Agreement.
    • Establish and maintain effective working relationships with other transit system departments, collective bargaining unit members, outside contractors, vendors, and other government agencies.
    • Perform calculations accurately and timely.
    • Use two-way radio equipment.
    • Perform job indoors, outdoors, on the road, and in inclement weather conditions.
    • Meet the physical strength, agility, and dexterity requirements to perform the work of this position.
